With increasing demand and approval for perimeter surveys, the Limbang Land and Survey Department has to work double-time to beat the 2015 deadline

WHILE the New NCR Initative has the approval of the Prime Minister as well as an allocated budget under the Tenth Malaysia Plan (2011-2015), carrying out this initiative is harder than first projected.

Recently, thesundaypost Miri had the opportunity to join the Land and Survey staff to Lumut Sakai, one of the areas surveyed under the initiative in Lawas.

Among the challenges Limbang Land and Survey Department faced were rough terrain, unpredictable weather along with the need to balance New NCR Initiative survey work with other projects like NKRA.

Former Limbang superintendent Awang Zamhari Awang Mahmood said that their biggest challenge was shortage of manpower.

"With an increasing demand of perimeter surveys, our biggest hurdle is how to arrange the manpower so that we can achieve the target date of completion by 2015."

Survey progress in Limbang

Three areas were surveyed last year, covering 1,372.3 ha which included two areas in Lawas – Sungai Banganga and Sahabat Baru, as well as Telahak/Binjai/Ulak/Meritam in Limbang.

This year, survey work will begin in 16 areas spanning a total 5,321.96 ha.

The eight in Lawas are Batu Dua, Kampong Pangi, Punang Berayong, Simpang Jalan Trusan/Sundar, Long Sukang, Lumut/Sakai, Sungai Melusok and Sungai Kenalian while those in Limbang are Paya Lakap, Kampung Bakol, Meritam, Benuas, Kampung Sayung/Sembiling/Batu Lapan, Kampung Pengkalan Rejab/Kelapa Mawar, Kampung Palas and Tadu/Sungai Cina/Pundut.

"First, we need to determine the area that needs to be surveyed which takes about one month for us to do so to ensure every information required for approval is complete.

"After that it is beyond our control. If HQ processes the requests quickly, then we proceed with the survey work. Typically HQ takes about two to three months because it has to cater for cases throughout the state and the applications keep on coming while the manpower and resources are still the same," he said.

Ongoing disputes delay surveys

Other problems that arise even after the survey has been approved by HQ is when claimants continue to dispute about the boundaries, adding that of the 19 areas approved, three areas faced such problems.

The areas having community disputes are: Batu Dua (209 ha) and Kampong Sungai Melusok (510 ha),  Lawas and Sungai Tadu/Sungai Cina/Pundut (149 ha) in Limbang.

He said if the disputes could be resolved, survey work could be completed for Batu Dua within 20 days, Melusok, 69 days and Tadu/Sungai Cina/Pundut in 29 days.

"For Batu Dua, perimeter surveys were carried out at the beginning of the year and in Melusok we have almost completed 70 per cent of the perimeter survey but had to stop due to the disputes," he said.

Awang Zamhari said in addition to implementing the New NCR Initiative, his staff have to ensure the success of other projects such as the National Key Results Areas (NKRAs) projects and those under the tenth Malaysia Plan.

He said that the Limbang Division has one of the most projects under NKRA which also   has seven kampung traditional lots to be surveyed this year.

The kampungs involved include Kampung Pangi, Kampung Bukit Manang, Kampung Temanggis, all in Lawas and in Limbang, Kampung Ulak, Kampung Lubok Piasau, Kampung Buang Abai, and Kampung Kelapa Mawar.

"We also have to complete them within this year, and there are more than 400 lots. Pangi alone has more than 100 lots." So far they have completed Kampung Pangi and Ulak. The rest are still ongoing and will be carried out this year.

Awang Zamhari requested the villagers' full cooperation so that they could carry out the perimeter surveys smoothly and keep the surveys on schedule.

"We greatly need to have clear-cut boundaries even before they apply for their land to be surveyed: it will be lot easier for the surveyors to carry out their work."

He assured the landowners that after the completion of survey work, the land will be gazetted as Native Communal Reserve under Section 6 of the Sarawak Land Code.

The gazette will be kept at the Land and Survey Department as well as the District Office. A copy will also be extended to the community head.

"The gazette itself is legal proof that their lands  have been surveyed and rightfully belongs to the community here." he stated.

Challenges during surveying

Meanwhile, head surveyor of the team designated to Lumut Sakai area in Lawas, Chia Kim Tu, 49, said that although survey work was nothing new to him, the implementation of the New NCR Initiative posed a great challenge.

Apart from having to complete the work on schedule, they faced a host of other challenges like difficult terrain and unpredictable weather conditions.

"We need to traverse difficult terrain which can range from hilly, to mountainous and swampy areas," he said, adding that they would have to walk an average three hours a day to reach the sites. "Of course, the other challenges in the jungles are wild animals."

At times they have had to stay in the jungle for an average five days before going out to find rations. "Then we would have to stay another five days before replenishing our rations again. We get no comfort or luxury," he explained.

Chia and his surveying team are currently doing survey work at Lumut Sakai which include six predominantly Malay and Kedayan villages : Kampung Pangi, Kampung Punang, Kampung Punang Jaya, Kampung Sualai, Kampung Bukit Naga and Kampung Siang-Siang Laut.

The perimeter survey of 36.2 kilometres for the 760 ha of NCR land in six villages  began July 5 and is expected to be completed within 91 days.

Meanwhile, several community leaders from Lumut Sakai interviewed recently were full of praise for the commitment of the government and Land and Survey Department in carrying out the perimeter survey.

Far-reaching impact

Kampung Punang penghulu Reduan Tahir said the perimeter survey would have a far reaching impact for the landowners. " More capitalists would like to have joint-ventures in developing our idle lands for commercial agriculture which could further improve our quality of life."

Village heads Bahar Nasir, 60, of Kampung Siang-Siang Laut and Pini Idris of Kampung Bukit Naga assured their support to the surveyors in carrying out their work.

"It is a very commendable effort as the land titles guarantee us and our future generations a future and we can develop our lands without fear of them being taken or claimed by others parties," said Bahar.

Pini hoped that more areas could be surveyed so that more landowners could benefit.

Lumut Sakai is about a 15-minute boat ride from Kampung Punang, one of the major producers of 'Ikan Tahai' (smoked fish) in Lawas.

SIMUNJAN: Simunjan assemblyman Mohd Naroden Majais has called on the people in the constituency to preserve unity and harmony.

He said both unity and harmony were very important to uphold a peaceful society.

"As we all know, unity and harmony are two very important factors for us to progress,".

He said this during his Hari Raya visits to Kampung Nanas here, where he visited a few houses, including that of Penghulu Raili Alias'.

Naroden, who is Assistant Minister in the Chief Minister's Department, explained it was crucial that parents play the role of educating their children on the importance of unity and harmony.

"Unity and harmony must start from a family," he said.

He also touched on the importance of parents looking after their health and that of their family members.

According to him, it was pointless to have good infrastructure if the people had poor health.

At one of the houses, Naroden presented prizes to winners of the 'Ambang Aidil Fitri' Karaoke singing competition organised by the village.

Farmer loses RM1,200 savings to two con men | BorneoPost Online <b>...</b>

DECEIVED: Seruja shows the object which costs him RM1,200.

SARIKEI: When a stranger approaches you to ask where the museum is, but another comes along and provides the answer, you could be on the brink of being tricked.

Several people here had been approached by a stranger asking "Mana muzium?" (Where's the museum?) then another comes along who answered "Muzium di Kuching, tidak ada di sini" (Museum in Kuching, not here).

A 51-year-old farmer from Kampung Paloh , Seruja Jin claimed he was deceived into parting with RM1,200 to tricksters using this script recently.

According to Seruja, when he left a hotel at Abdul Razak Road here on the morning of Aug 10, a stranger from a coffeeshop across the street asked him "Mana muzium?" in Indonesian accent.

Before he could answer this first question, the stranger asked him for his religion, and he replied that he was a Muslim.

At this juncture, the stranger showed him an object which he claimed had been embedded in the trunk of a tree he felled recently.

Seruja was looking at the object which looked like a curled up dog when a second stranger came near and seemed interested in their conversation.

The second stranger, as if he had heard their conversation, answered the first stranger's question by informing him that the museum is in Kuching, not here: "Muzium tak ada di sini, di Kuching."

The first stranger whom Seruja described as medium built, in his forties, then claimed that in his dream, an old man told him the object had super curing power for all sicknesses, and could bring fortune to the owner.

Someone had offered him RM3,000 for the mysterious object, but unfortunately he was not the right person to own it, being a non-Muslim, he said. The second stranger offered RM1,000 for the object, but withdrew it after realising he was a Christian.

The first stranger then pointed out that Seruja, being a Muslim, was the right person to own it.

Seruja was impressed after seeing that the object prevented the owner from being sliced with a sharp razor blade.

The stranger asked Seruja how much he had with him and in his savings account, to which he replied that he had RM1,200.

The stranger agreed to part with the object for that amount, and agreed to wait for Seruja to withdraw the money.

Seruja went to the bank around 10am and handed over the cash to the stranger.

He realised that he had been tricked after he heard of a similar experience by his friends.

Furthermore nothing unusual had happened to him since he owned the object.

Seruja said he came to the press to tell his story to alert the public to the scam.

Kelibat wanita berpakaian putih dan berambut panjang yang dikaitkan dengan pontianak didakwa sering mengganggu anggota dan pegawai polis bertugas pada waktu malam di Ibu Pejabat Polis Daerah (IPD) baru Betong di sini, sejak sebulan lalu. Ia berlaku beberapa hari selepas IPD berkenaan berpindah ke lokasi barunya iaitu kira-kira dua kilometer dari Jalan Kuek Huat Wee bersebelahan Stadium Betong, April lalu. Betong terletak kira-kira 150 kilometer dari Kuching.

Sejak itu, satu demi satu kejadian menyeramkan dialami anggota bertugas apabila mereka mendakwa ternampak wanita misteri dalam lokap di IPD baru berkenaan. Malah, kejadian itu berlarutan beberapa hari selepas itu dengan anggota lain turut mendakwa melihat kelibat lembaga terbabit 'menyamar' rakan setugas mereka.

Menurut sumber, lembaga terbabit kelihatan berlegar-legar di IPD itu namun tidak menjawab apabila ditegur.
"Wajahnya sama dengan seorang anggota bertugas di sini. Apabila ditegur untuk diberikan tugas seperti diarahkan pegawai atasan, 'anggota' terbabit hanya mendiamkan diri," katanya.

Beliau berkata, anggota polis berkenaan hanya menyedari jelmaan itu selepas menghubungi rakannya untuk memaklumkan tugas yang perlu diselesaikan.

"Kejadian seumpama itu kerap berlaku sejak IPD berpindah ke sini. Ada anggota polis memberitahu ketika bertugas pada waktu malam, mereka diganggu seorang wanita yang menjelma dengan berpakaian serba putih dan berambut panjang. "Malah, ia turut dilihat berada di kerusi pegawai atasan dan ada anggota hampir pengsan apabila mereka disergah makhluk halus itu," katanya.

Dalam kejadian terbaru minggu lalu, seorang anggota penyiasat hampir pengsan dan terpaksa melompat dari tingkap dua bangunan berkenaan selepas melihat lembaga itu berdiri di depannya.

"Ketika itu, saya hendak keluar dan mengunci pintu kaca di pejabat. Tiba-tiba saya nampak seseorang berlari di belakang saya. Saya nampak jelas menerusi pintu kaca dan terus beristighfar.

"Ketika itu, saya hendak keluar dan mengunci pintu kaca di pejabat. Tiba-tiba saya nampak seseorang berlari di belakang saya. Saya nampak jelas menerusi pintu kaca dan terus beristighfar.

"Ketika mahu membuka suis lampu berdekatan, tiba-tiba lembaga itu berdiri di depan saya dengan rambut berjuntai ke lantai," katanya. Difahamkan, pihak IPD terpaksa mendapatkan khidmat seorang ustaz untuk 'menangkap' lembaga terbabit. Menurutnya, ustaz berkenaan memaklumkan lembaga terbabit 'tidak tenteram'.

"Kami dimaklumkan, tempat ini pernah menjadi tempat pembunuhan yang menyebabkan lembaga itu melakukan gangguan. Ketika hayatnya, lembaga itu dipercayai dirogol dan dibunuh di sini," katanya.

Sementara itu, Ketua Polis Daerah Betong, Deputi Superintendan, Mohd Bukhori Saffai ketika dihubungi mengesahkan kejadian itu. Beliau berkata, tiga anggotanya diganggu lembaga itu sejak bulan lalu dengan kali terakhir berlaku minggu lalu.

"Saya akui perkara ini berlaku dan kami sudah berikhtiar untuk memulihkan keadaan. Kami memanggil seorang ustaz dengan harapan ia tidak berulang," katanya.

Datuk Seri Mahmud Abu Bekir Taib dijangka akan menggantikan adiknya Datuk Seri Sulaiman Taib bagi kerusi parlimen Kota Samarahan pada pilihan raya umum akan datang.

Mahmud (kiri), yang juga Timbalan Pengerusi Cahya Mata Sarawak, berkata bapa beliau, Ketua Menteri Tan Sri Abdul Taib Mahmud yang juga Presiden PBB sudahpun mempunyai calon bagi kawasan itu tetapi belum mendedahkan identitinya.

"Ya, saya memang berminat dalam bidang politik tetapi Ketua Menteri belum memberikan apa-apa isyarat kepada saya setakat ini," katanya kepada pemberita pada rumah terbuka Aidilfitri anjuran Taib di Pusat Persidangan Borneo di Kuching.

Ketika ditanya sama ada beliau bersedia untuk menyahut cabaran sedemikian, Mahmud berkata, beliau sudahpun menganggotai PPB cawangan Kuching sejak berumur 19 tahun.

Minggu lalu, naib presiden kanan PBB Datuk Amar Awang Tengah Ali Hassan berkata Sulaiman merupakan antara anggota parlimen yang tidak akan bertanding pada pilihan raya umum akan datang.

Beliau berkata Sulaiman, yang dicalonkan di Kota Samarahan pada pilihan raya ke-12 pada tahun 2008 untuk menggantikan Taib, telah memberikan gambaran bahawa beliau tidak akan meminta untuk dicalonkan semula.

Sementara itu, Taib yang ditanya pemberita pada majlis itu berkata BN negeri akan melakukan yang terbaik pada pilihan raya itu.

Menurut beliau, jentera pilihan raya BN bersedia untuk diaktifkan pada bila-bila masa memandangkan ia baru sahaja menghadapi pilihan raya negeri pada 16 April lalu.

Pada pilihan raya umum 2008 yang hanya melibatkan kawasan parlimen di Sarawak, BN negeri memenangi 30 daripada 31 kerusi.

Bagaimanapun, jumlah itu berkurangan kepada 29 ketika ini apabila Richard Wong Ho Leng daripada DAP memenangi kerusi parlimen Sibu dalam satu pilihan raya kecil tahun lalu.- Bernama

KUCHING: Kuching staved off a spirited challenge from Bintulu to win 72-55 in the semi-finals of the Youth Boys competition of the Liew Kuet Kiong Cup 43rd Sarawak Open and 19th Youth (Under 16) Basketball Championship at MBKS Indoor Stadium at pending here yesterday.

They will now battle Sibu in today's final after the latter thumped Samarahan 73-51 in the other semi-final.

It was a touch-and-go affair in the game between Kuching and Bintulu and the host team could only enjoy a two-point lead at end of the first quarter at 16-14.

Bintulu then tightened up their defence to hold Kuching 29-29 at half-time.

Kuching, led by national youth cager Byran Sim Yik Way, stepped up the pace in the third quarter to lead by 10 points (52-42) and with better passing and shooting skills, they destroyed Bintulu for a 17-point victory.

Alvin Lau top scored for Kuching with 15 points while a closely marked Bryan Sim contributed 10 points, Fan Chee Hui had 12 points and Chang Yu Yii 11 points.

Bintulu's top scorer was Kelvin Lau with 14 points.

It was a different scenario in the other semi-final where a more organised and solid Sibu team had little problem to lead Samarahan 23-14 in the first quarter, 40-24 in the second quarter and 58-40 in third quarter.

Earlier, in the play-off for fourth and fifth placings, Miri beat Sarikei 89-80.

Today's other finals will see Kuching A taking on Kuching B in the Women's Open final, while Kuching is expected to meet Sibu in the Men's Open final.

The host team has six points from three wins in the five-team contest based on league format and they should have no problem in overcoming Samarahan in their final league match later yesterday while Sibu is also expected to beat Miri in the other league match.

Former servicemen lodge report against Mat Sabu&#39;s hurtful <b>...</b>

SARIKEI: Infuriated by the controversial statement made by PAS leader Mohammad Sabu on the communist terrorists attack on Bukit Kepong police station, a group of ex-servicemen and ex-policemen lodged a report at the police station here yesterday afternoon.

Chairman of Malaysian Ex-Army Association, Sarikei Branch, Mohd. Karie Ali who led the group said that they were prompted to lodge the report against the outspoken PAS leader, popularly known as Mat Sabu as his statement was a blatant twist of historical facts that belittled the sacrifices of the security forces who defended and fought for the country's independence.

"We are extremely hurt by Sabu's statement and hope the authorities concern would take appropriate action against him," Karie stressed when met by reporters.

In his statement published in the national papers on Aug 27, Sabu hailed the communist terrorists who mounted the bloody attack on Bukit Kepong police Station as the real independence heroes.

After they lodged the report, the ex-servicemen and ex-policemen staged a brief protest in front of the police station.

Posters held up during the protest among others labelled Mat Sabu as `communist's hero' condemning the PAS as party which was seen as having strayed from its original objectives to please its partners in Pakatan Rakyat, especially DAP.

Sarikei District Officer, Abang Mohd Porkan Abang Budiman who was among the group, said that his presence was to give the ex-servicemen his moral support and advice.

UTUSAN SIBUTI (Mukah) - Kemenangan Barisan Nasional (BN) dalam Pilihan Raya Umum Sarawak Ke-10 lepas membuktikan kepimpinan Ketua Menteri Pehin Sri Haji Abdul Taib Mahmud disokong kuat oleh rakyat untuk terus menajui Sarawak.

Kata Timbalan Ketua Menteri Sarawak Datuk Patinggi Tan Sri Alfred Jabu Numpang pada Majlis Merai Kemenangan Barisan Nasional Pada Pilihan Raya Umum Sarawak Ke-10 di Dataran Pehin Setia Raja Mukah pada malam 29 April 2011 .

Katanya, dengan kerja keras semua jentera BN bersama ahli-ahli komponen partinya seperti Parti Pesaka Bumiputera Bersatu Sarawak (PBB), Parti Bersatu Rakyat Sarawak (SUPP), Parti Demokratik Progresif Sarawak (SPDP) dan Parti Rakyat Sarawak (PRS) telah menjayakan BN menang besar pada pilihan raya lepas.

"Pada pilihan raya yang tamat malam 16 April lepas bahawa kita BN telah menang sebanyak 55 kerusi dengan peratusan berjumlah 77.5 peratus daripada 71 kerusi kawasan Dewan Undangan Negeri Sarawak (DUN) yang ditandingkan.

"Kemenangan ini telah membawa kita BN sekali lagi diberi mandate untuk merajui kerajaan negeri berdasarkan Politik Pembangunan mentranformasikan rakyat ke arah penpencapaian ekonomi berpendapatan tinggi selaras dengan Gagasan 1Malaysia", jelasnya.

Di Sarawak, trend politik yang ganas dan budaya samseng yang diperkenalkan oleh parti pembangkang telah ditolak oleh rakyat seluruh Bumi Kenyalang yang mementingkan keamanan, ketenteraman, kestabilan dan keharmonian.

Justeru untuk memperkasakan parti BN Sarawak sangat diharap teruskan kerja keras dan mesti memikul tanggungjawab sebagai wakil rakyat menjalankan tugas iaitu Rakyat Didahulukan Pencapaian Diutamakan.

KUCHING, 14 Ogos (Bernama) — Jabatan Keselamatan Jalan Raya Sarawak mengenal pasti 25 laluan yang kerap berlaku kemalangan di negeri ini, kata pengarahnya Rano Alywino Akat hari ini.

Beliau berkata laluan di Kuching yang dikenal pasti sebagai jalan maut itu ialah Jalan Sultan Tengah, Km7 hingga Km15 Jalan Matang, Jalan Stephen Yong, Batu 7 hingga 15 Jalan Kuching-Serian, Km69 Jalan Lundu dan Jalan Tabuan Jaya-Kota Samarahan.

Di Samarahan, laluannya ialah Km38 hingga Km59 Jalan Kuching-Serian, Km86 hingga Km87 Jalan Kuching-Serian dan Jalan Tondong-Bau.

Di Sri Aman, laluannya ialah Km6 dan Km106 hingga Km112 Jalan Sri Aman-Kuching, Km20 Jalan Sri Aman-Sarikei dan Km16 hingga Km19 Jalan Simpang Bukit Punda.

Di Miri, laluannya ialah Km40 Jalan Pantai Miri-Bintulu, Jalan Bakam-Luak, Km9 Jalan Pujut-Lutong, Km5 pintasan Miri dan Km13 Jalan Lambir-Niah-Bintulu.

Di Sarikei, laluan yang dikenal pasti kerap berlaku kemalangan ialah Km33 hingga Km38 Jalan Saratok-Sarikei dan Km25 Jalan Bukit Sebangkoi; di Sibu, Batu 6 hingga 13 Jalan Oya dan batu 32 hingga 37 Jalan Sibu-Bintulu; dan di Bintulu, Km23 Jalan Bintulu-Sibu, Km15 Jalan Kidurong-Bintulu dan Km30 Jalan Similajau-Niah.

Rano berkata sejak tiga tahun lepas, terdapat peningkatan dalam jumlah kemalangan jalan raya di Sarawak dan kemalangat maut turut meningkat iaitu daripada 323 kes pada 2008 kepada 332 pada 2009 dan 365 pada 2010.

"Sarawak mencatatkan kerugian daripada segi ekonomi berjumlah RM4.13 bilion antara 2000 dan 2010 akibat kematian dalam kemalangan jalan raya," katanya. — BERNAMA

BELURU: Parti Demokratik Progresif Sarawak (SPDP) akan menubuhkan satu jawatankuasa pemantau di Marudi bagi memastikan semua projek yang dirancang oleh kerajaan berjalan lancar.

Menteri Muda Kemudahan Awam merangkap Ahli Dewan Undangan Negeri (ADUN) Marudi, Sylvester Entri berkata, jawatankuasa pemantau ini amat penting agar projek pembangunan yang dilaksanakan oleh kontraktor memenuhi spesifikasi yang ditetapkan.

"Jawatankuasa ini nanti akan bekerjasama dengan Jawatankuasa Kemajuan dan Keselamatan Kampung (JKKK) untuk memantau projek-projek yang sedang dijalankan. Saya tidak mahu mendengar aduan mengenai projek tertentu sebaik sahaja ia nanti siap," katanya dalam lawatan sambil kerja ke Rumah Sylvester Anap di Sungai Mallang, Bakong semalam.

Tambahnya, projek itu amat penting dan akan memanfaatkan rakyat tempatan, justeru ia perlu dilaksanakan mengikut spesifikasi yang ditetapkan pada peringkat awal.

Ujar Entri, SPDP di Marudi mempunyai keupayaan untuk memantau perkembangan mengenai beberapa projek yang sedang dilaksanakan.

Sebelum ini, kerajaan dalam Rancangan Malaysia Ke-10 (RMK-10) di bawah Bidang Keberhasilan Utama Negara (NKRA) telah meluluskan beberapa projek antaranya jalan raya, parit, bekalan air dan elektrik .

Sementara itu, rombongan turut melawat projek bekalan air di Rumah Collin Sait, Rumah Joshua (tempat letak kereta), Rumah Sylvester Anap (perparitan dan elektrik) dan Rumah Engkas (perparitan).

KUCHING: Lubok Antu Member of Parliament William Nyallau Badak hopes to defend his seat in the next parliamentary election.

He is the latest among Barisan Nasional's (BN) incumbents who have indicated their desire to be re-nominated.

The others are Datuk Dr James Dawos Mamit (Mambong) and Datuk Wan Junaidi Tuanku Jaafar (Santubong) — both from Parti Pesaka Bumiputera Bersatu (PBB), Datuk Richard Riot (Serian) — Sarawak United People's Party (SUPP) and Datuk Jacob Dungau Sagan (Baram) — Sarawak Progressive Democratic Party (SPDP). "Just give me one more term and it will be the final round," said Nyallau during an interview yesterday.

The Parti Rakyat Sarawak (PRS) vice-president and one-term MP said he still has a mission to accomplish, particularly for development projects in his constituency.

These include the Customs Immigration and Quarantine (CIQ) station and police station in Lubok Antu.

Nyallau said the CIQ costing RM12 million was re-tendered after the previous contractor only completed land clearing work.

On the police station, he said, the project at a cost of over RM100 million also faced a similar fate, despite being about 90 per cent completed.

He was happy to note that both projects are now progressing well under new contractors. "Just give me another round (term) and I will be happy to call it a day and see the completion of the projects," he reiterated.

He pointed out that Agro Bank has opened a branch in Lubok Antu.

In the 2008 parliamentary election, Nyallau defeated independent candidate Nicholas Bawin Anggat by a 1,610-vote majority.

PAPAR: Menteri Kemajuan Luar Bandar dan Wilayah, Datuk Seri Mohd Shafie Apdal berkata setiap negeri mempunyai hak bagi menyuarakan atau mencadangkan persempadanan semula di sesuatu kawasan sama ada Kerusi Dewan Undangan Negeri (DUN) atau Parlimen

Bagaimanapun, ia masih memerlukan persetujuan daripada peringkat Parlimen dan apabila ia dikemukakan di Parlimen ia memerlukan keputusan dua pertiga majoriti untuk meluluskan cadangan terbabit.

"Pada pendapat saya, jika perkara ini mempunyai kepentingan dan keperluan dalam kerajaan negeri ia haruslah diselaraskan dengan kerajaan di peringkat pusat bagi memastikan apabila ia dibentangkan di Parlimen ianya mendapat persetujuan dua pertiga, sekiranya tidak mendapat persetujuan majoriti maka ia tidak boleh diluluskan.

"Ia cukup jelas seperti tertera dalam perlembagaan yang memerlukan dua pertiga majoriti untuk meluluskan persempadanan semula sesuatu kawasan bagi meningkatkan jumlah kerusi sama ada DUN atau kawasan Parlimen," katanya kepada pemberita kelmarin di Majlis Rumah Terbuka Hari Raya Aidilfitri Adun Pantai Manis Papar, Datuk Rahim Ismail di sini kelmarin.

Shafie yang juga Naib Presiden Umno berkata, beliau sedar sesetengah negeri seperti Johor mempunyai jumlah pengundi yang ramai sehingga 120,000 dalam satu kawasan parlimen. Jumlah ini agak besar berbanding dengan jumlah pengundi di satu kawasan di Sabah dan Sarawak.

Menurutnya, sesetengah kawasan contohnya Parlimen Rejang yang mana kawsannya adalah sebesar negeri Pahang, merupakan kawasan Parlimen terbesar di negara ini dan ia mungkin memberi masalah kepada seorang ahli parlimen untuk mengurus kawasan sebesar itu.

Tambahnya, ia memang ada keperluan untuk persempadanan semula bukan sahaja di Sabah tetapi juga di negeri Sarawak serta negeri di Semenanjung Malaysia.

Sementara itu, Presiden Parti Liberal Demokratik (LDP), Datuk VK Liew berkata jelas kelihatan bahawa terdapat beberapa kawasan parlimen yang luas contohnya di Kinabatangan.

Katanya, Parlimen Kinabatangan sangat luas dan hanya terdapat satu ahli parlimen sahaja, dan keadaan ini sememangnya tidak cukup jika hanya ada seorang sahaja yang bertugas menjaga kawasan yang seluas itu.

"Persempandan semula boleh dilakukan tetapi ia tertakluk kepada perlembagaan, yang penting sekali jika ingin menambahkan semula kerusi di Sabah, saya rasa kita perlu lihat dari segi memperkasakan kerajaan yang memastikan kita dapat perkongsian kerusi yang sama rata," jelasnya.

Manakala Adun Pantai Manis, Datuk Rahim Ismail, berkata Parlimen Papar mempunyai lebih kurang 36,000 pengundi dan beliau menghormati pendapat yang dikemukakan oleh Timbalan Speker DUN, Datuk Johnny Mositun.

"Ini hak dia bersuara tapi yang sebaik-baiknya kita harus mempunyai hubungan yang rapat di antara komponen Barisan Nasional bagi menyuarakan perkara ini dan bukannya masing-masing menyuarakan seperti ingin menjadi 'hero'…kita mesti ada kata sepakat. Di sini kita mempunyai Upko, PBRS, PBS dan Umno, kita boleh duduk berbincang secara baik," katanya.
